Health Systems Specialist

The Lexington Veterans Affairs Medical Center is a fully accredited, two-division, tertiary care medical center with an operating bed complement of 199 hospital beds. Acute medical, neurological, surgical and psychiatric inpatient services are provided Cooper Division - Clinical Additional Entrance at the Cooper Division, located adjacent to the University of Kentucky Medical Center. Other available services include:
emergency care, medical-surgical unites, acute psychiatry, ICU, progressive care unit, (includes Cardiac Cath Lab) ambulatory surgery, OR/PACU, hemodialysis, medicine specialty clinics, surgery specialty clinics, and outpatient primary and specialty care. As the Health Systems Specialist, the incumbent's duties include, but are not limited to:
Develops both long and short-range policies and plans for the organization by coordinating the needs of the facility. Serves on various facility committees and management on-site meeting with other agencies and program officials. Incumbent directs and assists leadership in management analyses and development of reports pertaining to program plans, development operations and assessments of any planning phase of the Healthcare System's activities. The EA/ADPCS formulates and develops management policies, standard operating procedures, protocols, and standard work; and reviews and coordinates actions to ensure compliance with national and local policies, standard operating procedures, protocols, and standard work. The position reviews VA directives and determines the application in PCS, recommending needed changes. He/she will ensure information and changes are disseminated. The EA/ADPCS is responsible for various assignments of a comprehensive nature designed to assist the ADPCS in directing and evaluating the effectiveness of the various services, programs, and activities that occur within the service line. The incumbent employs process improvement/system redesign techniques and uses lean management principles to achieve high performance in access, cost efficiency, satisfaction, and quality. The incumbent may design and implement studies, training programs, and organizational strategies for identifying opportunities to improve customer service and Veteran experience. The incumbent is responsible for developing recurring and one-time reports that includes synthesis and display of data and findings, assembly into report format, and development of recommendations or options. The incumbent participates in leadership meetings and efforts to include Joint Commission, Congressional briefings, VISN meetings, external audits, etc. to ensure compliance within the ADPCS service line. The incumbent is knowledgeable of VA budgetary processes and plays a leadership role in bring important financial consideration for program development and program management. The incumbent develops reports, requests, organizational charts, functional charts and other items needed to support requests for FTEE, overtime, or other personnel resources. The position establishes fiscal priorities that recognize and incorporate program, budget, and manpower constraints; and monitors expenditures and proposes reallocation based on shifting program needs. The incumbent proposes and conducts special studies and analyses of complex problems in relation to manpower and requirements, space, equipment acquisition/utilization, organizational alignment, and financial performance (including VERA reimbursement and coding and documentation). The position establishes, revises, evaluates, monitors, and reports on overall PCS budgets for overtime, fee basis, and agency; also provides unit level breakdown. The position coordinates the acquisition of all supplies, equipment, and services. The incumbent serves as Contracting Officer Technical Representative for PCS contract; works with Fiscal and Contracting Office to allocate funds, certify payment, and conduct performance reviews. The incumbent participates in public speaking engagements, meetings, and other events representing the ADPCS and/or executive leadership. To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement:
The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet the pre-determined Education or Experience Individual Occupational Requirement below as set by Office of Personnel Management (OPM).You must have undergraduate and graduate education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Experience of progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement ADDITIONAL QUALIFICATION REQUIREMENTS:
In addition to meeting the above Individual Occupational Requirements (IOR), you must also possess the specialized experience as described below to qualify for the Health System Specialist position at the GS-11 and GS-12 grade level. GS-11 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience performing three of the following tasks:
collecting, analyzing and interpreting a wide variety of data and reporting results; using qualitative and/or quantitative methods to make improvements; supervisory duties such as setting priorities, assigning work and/or evaluating work; interpreting and developing standards, policies, and/or regulations; maintaining budget and/or staffing plans in a health care system. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to a Ph.D., or LL.M., if related. Major study must be in hospital administration, public health administration, or related fields such as business or public administration at the Ph.D. level with course work in health care administration. Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education directly related to the work of the Health System Specialist position, which may be used to meet the experience requirements for GS-11 position. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience performing three of the following tasks:
collecting, analyzing and interpreting a wide variety of data and reporting results; using qualitative and/or quantitative methods to make improvements; supervisory duties such as setting priorities, assigning work and/or evaluating work; interpreting and developing standards, policies, and/or regulations; maintaining budget and/or staffing plans in a health care system. There is no substitution of education at the GS-12. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements:
The work is primarily sedentary, although some slight physical effort may be required such as walking, bending, standing, carrying items and assisting personnel in wheelchairs. Most work can be done while seated, at a desk and computer keyboard. Frequent walking may be required for frequent and routine point of care rounding. Incumbent may travel to all sites of care within the LVAHCS for employee education and training programs, as well as employee and community Town Hall meetings. Work Environment:
The work is performed throughout the VISN 9 market with routine travel to all facilities and sites of care and care locations associated with services provided by the LVAHCS. Work is typically performed in an adequately lighted and climate-controlled office. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
