Supervisory Administrative Officer

Provide overall administrative management of the clinical service and services provided by a multi-disciplinary staff. Serve as the report and correspondence manager for the service and ensures timely and accurate responses to local, network, and national suspenses. Pull monthly reports such as HEDIS and OPPE/FPPE. Serve as the Timekeeper, as well as supervision of two employees. Respond to congressional inquiries and maintaining meeting minutes for various committees within Primary Care. Develop regular, reliable statistical information for the Business Manager and top management and for recommending and coordinating any changes which enhance quality improvement. Validate and/or prepare data for reporting systems by extracting data from VISTA and Microsoft applications such as Excel. Maintain knowledge of current issues in hospital administration (quality assurance requirements, risk management, etc.) and for assisting in the development of necessary policies and procedures for the service. Resolve complex problems and to coordinate resolution with other services and individuals independently with minimal reliance or guidance from the Primary Care Business Manager. Provides support and assistance to the Business Manager for all administrative activities of the clinical service, human resource management, strategic planning and program management and evaluation, assuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources. Participates in management discussions and provides administrative and program direction to other executives, managers and personnel. Involved in long-range and strategic planning for Primary Care. Assists in identifying and defining both short-term and long-range planning issues. Assists the Business Manager with the input/compiling of DSS (Decision Support System) data as changes occur within the service (labor mapping). Obtains quotes, maintaining COR certification, entering equipment requests into the computer system after approval by equipment committee and forwarding information to appropriate personnel for signatures and to Acquisition & Material Management for procuring. Submits turn-ins, report of surveys for missing equipment and inventory as needed. Purchases supplies for offices as needed. Serves as the primary contact for individuals, both internal and external to the organization with questions or problems relating to Primary Care. Incumbent must possess a specialized knowledge of national and local VA policies, procedures and practices regarding Primary Care services. Develop and maintain organizational charts. Resolve complex problems and coordinate resolution with other services and individuals independently. Serves as the primary Automated Data Package Application Coordinator (ADPAC) duties such as training, inputting NOIS calls, troubleshooting problems, requesting PKI codes and assist with training. Requests Outlook exchange for employees and training, coordinating the movement of computer equipment as necessary and attending monthly meetings. Assists the Business Manager with Performance Appraisals, credentialing of staff, and other miscellaneous personnel matters. Collaborates with Learning Resource Center ascertaining that staff meets the mandatory training requirements as deemed by the Medical Center. Inputs education data into LMS for all staff and tracks to prevent delinquencies. Performs any other duties assigned which are in the best interest of the service and/or patient care and deemed necessary by the Business Manager and Service Chief. Promotion Potential:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-07 you must have 52 weeks of specialized experience at the GS-05. Examples of specialized include, but not limited to:

Overseeing administrative management of clinical staff, timekeeper duties, supervising and training clinical staff, responsible for performance standards and credentialing, conducting research and compiling statistical data and reports, scheduling meetings/events, superior time management, and organizational skills; assisting managers with a wide variety of administrative functions including sensitive and confidential matters; using computer systems programs such as Word, Excel, PowerPoint, etc., VISTA and electronic filing, perform ADPAC duties. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
One full year of graduate level education or Superior Academic Achievement (SAA). One year of graduation education is 18 semester hours or the number determined by the school attended to represent one year of full-time study. SAA is based on class standing (upper third), GPA (3.0 or above) or honor society membership. (Transcripts required). OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above to meet the qualification requirement. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
