Program Specialist

The primary qualification requirements are ability to organize multiple projects and functions; effective communication with various levels of staff and veterans; ability to prioritize multiple tasks and meet time frames; analytical and problem-solving ability; substantive knowledge of programs; experience in word processing, data analysis (Excel), presentation (PowerPoint) programs; and comprehensive office management for multiple sites. Incumbent independently provides program administration support including long-range and strategic planning and assists in identifying and defining both short-term and long-range planning opportunities for all quality programs. Collaborates with the service chief and top management in policy review, formulation and communication, implementation and evaluation and in setting facility priorities related to Quality Management. Incumbent is responsible for the overall administration of the quality and safety office and is responsible for management of all administrative processes. The incumbent is responsible for coordinating with Human Resources for the recruitment of nurses and other office personnel; develops position descriptions, recruitment packages, develops interview questions and scoring guidelines, convenes interview panels, serves on panels as appropriate/needed, summarizes recommendations regarding recruitment; provides updated information to management as needed. Monitors all accounting transactions and cash flow as budgetary demands on control points frequently requires incumbent's advice on increases or decreases of purchase for reconciliation with budget limitations. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
gathering and analyzing data; identifying and evaluating trends; making recommendations to improve operational effectiveness; managing budgets; peer review, 5705-protected documents, accereditation vista, medical center policies; purchasing, planning and evaluation of administrative programs; drawing conclusions from data; coordinating meetings; acting as a Human Resources Liaison; establishing and maintaining an efficient filing system, using automated data processing equipment to generate a variety of reports; establishing priorities and meeting deadlines preferably in Quality Management. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education leading to a master's or equivalent graduate degree. You will be rated on the following Competencies for this position:

The position is administrative in nature and involves working in an office setting. The position requires frequent use of a computer and phone. The position requires some lifting and carrying of small office items. Position is mostly sedentary and may require extended periods of sitting. The position has frequent contact with patient care areas and may be exposed to sick patients. Position requires some travel between divisions and to remote clinic locations. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
