This full-time position is a Program Manager to work as the official supervisor of the Residential Rehabilitation Treatment Program (RRTP).Duties include, but are not limited to:
Management of the 30-bed RR T P unit involves supervising the patient care activities of a multidisciplinary team with a mix of PTSD , substance use disorders, and other co-occurring mental health disorders. The incumbent will be responsible for the supervision of approximately 11-12 staff Responsible for a variety of accountability practices, e.g., ensuring CPRS entries are current and in compliance with JCAHO and CARF standards, that there are appropriate quality improvement practices in place and providing necessary pertinent data on the programs included in the incumbent's sphere of responsibility. Handles, prioritizes and delegates complex patient care, personnel, budget, education and program planning activities. Performs the administrative and personnel management functions relative to staff supervised. Coordinates care with a vast number of other teams throughout the facility, including working closely with the outpatient substance abuse program, outpatient PTSD clinic, and inpatient mental health in assisting in smooth care transitions. Provide educational seminars, professional presentations, and grand rounds when needed, and so must develop and maintain excellent working relationships with physicians, supervisors, service chiefs, VISN staff, patient representatives and management. Conducts ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards regarding Medication Assisted Treatment (MAT) that is provided in the RRTP. Serves as the Coordinator for MH EOC Rounds on the residential unit, reports both compliance and needs for corrective action to facility leadership and ensures that recurring inspections take place on the unit and ensures that patient/staff safety needs are met and the unit remains in compliance with VA and OSHA standards. Responsible for implementing and sustaining measure based care for outpatient clinical programs. Develop and monitor tracking tools related to MBC for outpatient programs. Provides comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy using approved evidence-based psychotherapies including use of telemedicine for a portion of clinical work as appropriate. Develop, initiate, implement, and review psychosocial treatment plans based on the patient's assessed needs. Provides education to patients, family members, and significant others. Provides consultation to professional staff within VAMC and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients. Other duties as assigned. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j. Education:
(1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. NOTE:
There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions:
(a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; AND, (b) The specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. (TRANSCRIPT OR CERTIFICATE OF COMPLETION REQUIRED TO BE SUBMITTED WITH APPLICATION) OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Completed one of the following internship requirements:
Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE:
Once board certified, the employee is required to maintain board certification.) (CERTIFICATIFICATION REQUIRED TO BE SUBMITTED WITH APPLICATION) OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Board Certification:
Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. The board certificate must be current and the applicant must abide by the certifying body's requirement for continuing education. Grade Determinations:

Psychologist program managers have broad program management responsibilities for a specific program or programs that are designed to deliver specialized, complex, highly professional services that are important program components of the facility and that significantly impact the health care provided to Veterans. Decisions made by the Program Manager affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. Responsibilities include operation and management of key clinical, training, research, or administrative programs to include full responsibility for managing the day to day activities of those programs. The work requires extreme patience and a strong ability to maintain composure. The work may also require assisting physically disabled veterans. Day-to-day work involves sitting, walking, standing and carrying light objects, such as medical records and substantial computer entry. Work is typically performed in a clinical setting that exposes the incumbent to the communicable diseases common of the client population. The incumbent may be required to work an irregular tour of duly and/or weekends as needed to accommodate the schedules of patients and families.
