Voluntary Service Officer

The Voluntary Service Officer designs a voluntary services program that meets the needs of a large and complex medical facility. This includes developing program goals and objectives; operating, evaluating, and coordinating the facility voluntary services program; and managing the General Post Fund and other financial accounts. Serves as an advisor to top management staff on the voluntary program; and takes a proactive role in meeting the voluntary services needs of the medical facility and establishing a vital link with the community. The duties of this position include, but are not limited to:
Providing program oversight, coordination, and leadership over Voluntary Service and its employees, and donations into and out of the VAMC Providing briefings/presentations regarding donations and the VAMC to executive leadership, service chiefs, and front-line employees. Serving on facility and VISN committees representing the VAVS perspective; chairs the VAVS Committee Providing direction and guidance to volunteers and voluntary service staff Informing external audiences in a positive manner to maintain significant relationships, defuse negative reactions and create understanding and acceptance of changes and proposed changes to the VAMC Developing and implements outreach programs that provide volunteers and financial resources, including public Private Partnerships Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Planning, establishing and implementing policy; developing program goals and objectives; managing the gifts and donations program; resolving sensitive and complex situations; coordinating with (internal and external) sources to establish and maintain effective relationships; and has responsibility for the operation, coordination, and evaluation of the facility VA Voluntary Service (VAVS) program. You will be rated on the following Competencies for this position:
Administration and Management Communications Computer Skills Education and Training Organizational Stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
The work requires considerable walking; and lifting and transporting relatively light pieces of equipment, brochures, materials and supplies. The work is usually performed in an office setting. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
